In continuing thepolicy of Zero tolerance toward Child pornography and crimes against Children, Kerala police haveconstituted a CCSE Centre (Counter Child Sexual Exploitation Centre) a wing, Cyber dome, with special emphasis on preventing online crimes against Children. In the rapidly growing and changing digital world, the investigation of Cyber Crimes against Children and ensuring cyber security for children is one of the most challenging areas for Law Enforcement Agencies.
The CCSE Track is dedicated to addressing the challenges and issues faced by the LEAs across the world and building cooperation among various stakeholders to effectively counter this crime against humanity. Bachpan Bachao Andolan (BBA), International Centre of Missing and Exploited Children (ICMEC) will be joining hands with Kerala police in this track which is exclusively dedicated to the LEAs and invited NGOs. Shri. Kailash Sathayarthi, Nobel Peace Laureate, Founder of BBA (Bachpan Bachao Andolan) will deliver the inaugural keynote address.

Rajni Sekhri Sibal works in the child rights space to help protect children and is the CEO of Nobel Peace Laureate’s Bachpan Bachao Aandolan, BBA (Association of Voluntary Action) and CEO Kailash Satyarthi Child Foundation, KSCF, that aims at creating a child-friendly environment where all children are free, safe, healthy and at School. Besides her work with BBA and KSCF, Rajni is the current Independent External Monitor of Security Exchange Board of India, SEBI; an Independent Member on the Board of Star Health and Allied Insurance; Advisor Seafood Export Association of India and IEM EXIM Bank. She is a Visiting Faculty at: National Centre for Good Governance, LBS National, Academy of Administration, CRPF Academy, National Academy of Audit and Accounts, Amity University, National Institute of Entrepreneurship and Small Business Development An Indian Administrative Officer of the Haryana cadre, Rajni superannuated as Secretary, Government of India. She topped the All-India Civil Service Examinations in1986 Batch and has worked as a Civil Servant for thirtyseven years. In her last assignment Rajni was posted as the first Secretary of the Ministry of Fisheries and was responsible for bringing about a sustained and accelerated growth of the blue economy. Prior to which, she worked as Additional Secretary, Ministry of Home Affairs, Government of India, and was in charge of Disaster Management as well as International Cooperation. In her previous assignment as Additional Secretary, Ministry of Skill Development and Entrepreneurship, she was responsible for the entrepreneurship vertical. Rajni has also worked in the private sector as Director Health Insurance Max India and led a multicultural team to help set up the Joint Venture – Max Bupa Health Insurance. For the initial fifteen years of her career, Rajni worked in the Government of Haryana, at the implementation and public policy formulation levels, in various fields including: Industry, Finance, Education, Urban Planning, Education, Rural Development and Forestry and Environment. Besides heading capacity building Institutes like the Haryana Institute of Public Administration, and National Institute for Entrepreneurship and Small Business Development, she has also worked at the LBS National Academy of Administration, Mussoorie. Rajni is the recipient of the Indian of the Year 2013 Award in the category ‘Unsung Hero’ for her courage and commitment. She is an alumnus of Welham Girls School and is a Bachelor of Science. She holds a Master’s degree in two streams – Psychology and Economics. Her expertise lies in planning, policy formulation and strategic thinking. She is analytical and process driven in her approach and her core strength is leading multicultural teams towards a common objective. She is credited with several articles and has authored some books: ‘Tools for Monitoring’; ‘Clouds End and Beyond’ – an anthology of verses and ‘Kamadhenu – a coffee table book published by Wisdomtree; ‘Fragrant Words’ – an anthology of verses and, ‘Are You Prepared for a Disaster?” – a book about Disaster Risk Reduction – and ‘Asariri’ published by Bloomsbury Publications; The Haunting Himalayas’ and ‘Women of Influence’ – a Penguin publication and her latest book, ‘The Guru’.

Ravi Kant, Advocate, Supreme Court of India has been in the development sector since the last 22 years. A Law Graduate from the Campus Law Centre, Delhi University his field of Interest are Child Rights, Women Rights, Human Rights and Access to Justice. In 1998 he founded Shakti Vahini, a leading non profit organization and has been leading the fight against Human Trafficking, Gender Violence, Child Abuse & HIV/AIDS. With more than two and a half decades of experience in the development sector, he has earned a name as an exemplary professional. He is also known for his innovative methods and its application in project planning, implementation, monitoring and evaluation. He has also served as an independent consultant to various agencies like World Vision, Save the Children, Indo Global Service Society and Prayas. Since 2014, Mr. Dhananjay has been working with Bachpan Bachao Andolan in the capacity of the Executive Director of the organization. He is accountable for fundraising, finances, planning, implementing and reviewing various programs of BBA.
Dr Samir Parikh is an eminent psychiatrist and has played a significant role in enhancing the image and reach of mental health across the country. He completed his MBBS and MD in Psychiatry from Civil Hospital, Ahmedabad and topped the university in both. He is the Director of Department of Mental Health and Behavioral Sciences Department , Fortis National Mental Health Program – one of the only comprehensive multi-city, multi-centric mental healthcare programs in the world, with a team of over 80 experts at 20 centers across Delhi-NCR, Mumbai, Bengaluru, Chennai, Kolkata, Jaipur, Amritsar, Mohali and Ludhiana. Detective Acting Superintendent Rouse has 38 years’ service with the Queensland Police Service in Australia. In 1996, Jon commenced investigating crimes against children and in 2001 he commenced at Task Force Argos where he implemented Australia’s first operation to proactively target internet child sex offenders. He has instigated multiple national and international investigations targeting child exploitation criminal networks and has delivered training to law enforcement officers in Australia and across the world. Jon is currently the joint Subgroup Chair of the INTERPOL Covert Internet Investigators Group and is a Director with The Society for the Policing of Cyberspace (POLCYB). In July 2019, Jon was seconded to the Australian Centre to Counter Child Exploitation (ACCCE) to lead the national covert online operations team, Victim Identification Unit and Training team. Jon is the recipient of four Commissioners Certificates for his operational leadership and two Queensland Police Excellence awards for Child Protection Prevention. In May 2018, Jon accepted the ‘Champion for Children Award’ in New York from the International Centre for Missing and Exploited Children in recognition of his dedication for over 24 years to fighting and investigating crimes against children. Jon was awarded the Queensland Australian of the Year for 2019 and he is the recipient of the Queensland Police Medal, the National Service Medal, the Exemplary Conduct medal, the National Police Medal and the Australian Police Medal.
Guillermo Galarza is the Vice President, Partnerships & Law Enforcement Training at the International Centre for Missing & Exploited Children (ICMEC) in Alexandria, VA, USA. In this position, Guillermo is responsible for the law enforcement and criminal justice training program delivered worldwide, including identifying child safety technology platforms offered to law enforcement. ICMEC promotes the safety and well-being of children through activism, policy development, and multinational coordination and provides programs and initiatives base on national response plans. For the past 25 years, Guillermo has managed international law enforcement training to investigate online child sexual exploitation. The training initiatives provide law enforcement, justice officials, and other experts around the world tools and techniques needed to investigate online child sexual exploitation. To date, more than 60,000 experts have attended courses around the world and have attended several courses online. In addition to the oversight of the training programs as part of national strategies, Guillermo oversees ICMEC’s strategic partnerships with industry, governments, and international alliances. Before joining ICMEC, Guillermo started his career in 1996 at the National Center for Missing & Exploited Children (NCMEC) as a global resource coordinator working on international child abduction cases.
