Rajeev Chandrasekhar is the Union Minister of State for Electronics and Information Technology and Union Minister of State for Skill Development and Entrepreneurship.
He is an Indian politician and entrepreneur, technocrat and was serving his third term as a Member of Parliament in the upper house (Rajya Sabha) from BJP representing Karnataka. He also served as National Spokesperson of BJP and was vice-chairman of the Kerala wing of the BJP-led coalition National Democratic Alliance.
Rajeev's political work focuses on protecting Bengaluru and Bengalureans' interests with Urban Governance issues, Transforming India through Governance and Economic reforms, Veteran and Armed Forces issues, Protecting our Children etc. For causes he believes in and supports, he has - apart from raising these in Parliament, actively approached the courts to intervene on behalf of citizens as in the case of Sec 66A, Aadhaar privacy issues and voting rights for Armed Forces. He is an active MP and his work and its effects are available through periodic report cards. He is widely recognized as the most Informed and active MP on Digital India, Internet and Technology issues, Spectrum Allocation, Net Neutrality, Consumer rights in cyber space policies and regulatory matters and is unafraid to dive into issues that need support after informing himself well on these.
Additionally, he has focused on and taken up a wide array of macro-economic and micro-economic issues that include restructuring of Public Sector Banks, creating Transparency in the management of Public Assets and repairing key sectors in the economy to revive growth amongst others. Rajeev's insight made him one of the first individuals to raise concerns regarding the ad hoc allocation of 2G licenses starting 2007 - which led to cancellation of 122 licences by the Supreme Court of India in 2012.
It was his relentless campaign and later a petition in the Supreme Court that led to Armed Forces personnel getting the right to vote in their place of posting in the 2014 General Elections and further electoral reforms to bring the facility of e-Postal Ballot to Armed Forces. After the Uri Terror attack in September 2016, he was the first MP in India to have challenged the MFN status granted to Pakistan and submitted a Private Member's Bill in the Rajya Sabha on 18 November 2016 titled: "The Declaration of Countries as Sponsor of Terrorism Bill, 2016". In February 2016, Rajeev was felicitated by the General Officer Commanding-in- Chief, Western Command, Lt Gen KJ Singh, PVSM, AVSM (Bar) with the GOC-in- C Commendation Card at HQ Western Command, Chandigarh for his support and work for the Armed Forces, veterans, and their families.
Admiral R Hari Kumar is an alumnus of the prestigious National Defence Academy, Khadakwasla. He was commissioned into the Indian Navy on 01 January 1983. In his career spanning over 38 years, he has commanded Coast Guard Ship C-01, IN Ships Nishank, Kora, Ranvir and the Aircraft Carrier INS Viraat. A Gunnery specialist, he has held several key appointments, including Fleet Operations Officer and Fleet Gunnery Officer of Western Fleet, Executive Officer (EXO) of INS Vipul, Gunnery Officer (GO) of INS Ranjit, commissioning GO of INS Kuthar and commissioning crew of INS Ranvir. His shore appointments include Command Gunnery Officer at HQWNC, Naval Advisor to Government of Seychelles, UN Mission in Somalia (UNOSOM II) at Mogadishu and Training Commander, INS Dronacharya. As a Flag Officer, he has served as Commandant of the Naval War College at Goa, Flag Officer Sea Training (FOST), Flag Officer Commanding Western Fleet (FOCWF), Chief of Staff, Western Naval Command, Controller Personnel Services and Chief of Personnel (COP) at Naval Headquarters. He has also served as the Chief of Integrated Defence Staff to The Chairman Chiefs of Staff Committee (CISC) at the critical junction during the creation of the institution of Chief of Defence Staff (CDS) and Department of Military Affairs (DMA).
He was the Flag Officer Commanding-in-Chief, Western Naval Command at Mumbai, prior taking over helm as Chief of the Naval Staff on 30 November 2021.
Rear Admiral Mohit Gupta, VSM is an alumnus of the National Defence Academy. He has specialized in Naval Communications and Electronic Warfare and is a Submariner. He has undergone Staff Course at Cape Town, South Africa and the Naval Higher Command Course in India at Naval War College. He is also an alumnus of the National Defence College, New Delhi and is the only officer from India to have participated in the ‘Perisher’ Submarine Command Course conducted by Netherlands.
On the academic front, he holds post graduate degrees in Electronics & Telecommunications from CUSAT, Kochi, Masters Diploma in Management with specialization in Finance from Symbiosis, Pune, Defence Studies from Madras University and M.Phil in Defence Studies from Mumbai University and National Security Strategy from Madras University.
During his Naval career spanning over 36 years, he has held various appointments in afloat and ashore billets which include command of IN Submarines, Shankush, Shalki & Shishumar and Frigate Beas. He has worked in staff at Directorates of Naval Plans, Submarine Operations and Submarine Acquisitions. He has also been the Commodore Commanding Submarines West and CO of the Submarine Base INS Vajrabahu at Mumbai. On promotion to Flag rank, he served as ACNS(SM) at Naval HQs. He took over the reins of DCyA as Director General on its raising.

Sh. Navin Kumar Singh is currently the Director General, National Critical Information Infrastructure Protection Centre (NCIIPC), a unit of NTRO, which is the national nodal body for identification & protection of the Critical Information Infrastructure (CII) in the country. He is member of various committees on Cyber Security.
He was part of the Indian Delegation in the meeting of Intergovernmental group of UNODC on cyber crime in Vienna in 2013. He has worked as the Nodal Officer for cyber crime in Jharkhand during 2017-2020 where he developed a pro-active response mechanism for tackling cyber crime for which he was given the FICCI smart policing award. He also contributed in the establishment of the Crime & Criminal Tracking and Networking System (CCTNS) of Jharkhand police, development of its website, social media policies and citizen centric services.
Shri Navin Kumar Singh, is a B.Tech in Computer Science and Engineering from IIT Kanpur. He is an NTS Scholar and the recipient of the First prize for academic excellence in core curriculum at IIT, Kanpur. He has also received the award for the best Master Thesis by International Anti-Corruption Academy, Vienna in 2016.
As an IPS officer, Shri Singh is credited with bringing improvements in the system wherever he served. He is a recipient of many awards including the Police Medal of Gallantry, Meritorious Service Medal, Distinguished Service Medal etc. for his exceptional contributions in policing.
Sunil Kanchi serves both as Chief Information Officer and Chief Investment Officer for UST. Sunil oversees IT, communications, and digital transformation for all internal systems, and is responsible for mergers and acquisitions, corporate venture capital, and partnerships.

Colonel Nidhish Bhatnagar is ex Military who has served in the Indian Army for 25 years before switching to other arenas of service to the nation. Subsequently, he has been the head of Defence Programs for Larsen & Toubro Ltd, and then worked in the Ministry of Information & Broadcasting and Youth Affairs and Sports. He is currently the Director of School of Information Technology, Artificial Intelligence & Cyber Security at Rashtriya Raksha University, an Institution of National Importance and a National University. An alumni of IIT Delhi, Military College of Telecommunication Engineering, Mhow and Defence Services Staff College, Wellington, he is considered as an authority on cyber security and artificial intelligence, Colonel Nidhish Bhatnagar has been at the cutting edge of research as also instrumental in shaping policy and developing national capability in these fields.
Detective Acting Superintendent Rouse has 38 years’ service with the Queensland Police Service in Australia. In 1996, Jon commenced investigating crimes against children and in 2001 he commenced at Task Force Argos where he implemented Australia’s first operation to proactively target internet child sex offenders.
He has instigated multiple national and international investigations targeting child exploitation criminal networks and has delivered training to law enforcement officers in Australia and across the world.
Jon is currently the joint Subgroup Chair of the INTERPOL Covert Internet Investigators Group and is a Director with The Society for the Policing of Cyberspace (POLCYB).
In July 2019, Jon was seconded to the Australian Centre to Counter Child Exploitation (ACCCE) to lead the national covert online operations team, Victim Identification Unit and Training team.

Mr. Kailash Satyarthi is one of the tallest leaders and the loudest voice in the global fight against exploitation of children. Not caring much about the life-threatening attacks that he has survived, Mr Satyarthi has personally rescued tens of thousands of children from the scourge of slavery. His fearlessness and unrelenting policy advocacy efforts towards elimination of violence against children have resulted in path-breaking legislations globally.
He left a lucrative career as an electrical engineer and started Bachpan Bachao Andolan (Save the Childhood Movement) to rescue children and their families from the shackles of slavery, paving the way for their reintegration into mainstream society with the help of state actors under India’s legal policy framework. Through his sustained policy advocacy efforts in India, Mr. Satyarthi played a pivotal role in mobilising support and ensuring the passage of the Child Labour Act in 1986, followed by its amendment in 2016. Under the aegis of Mr. Satyarthi, Bachpan Bachao Andolan has rescued over 90,000 children from the scourge of bondage, trafficking and exploitative labour over the last four decades.
Guillermo Galarza is the Vice President, Partnerships & Law Enforcement Training at the International Centre for Missing & Exploited Children (ICMEC) in Alexandria, VA, USA. In this position, Guillermo is responsible for the law enforcement and criminal justice training program delivered worldwide, including identifying child safety technology platforms offered to law enforcement. ICMEC promotes the safety and well-being of children through activism, policy development, and multinational coordination and provides programs and initiatives base on national response plans.
For the past 25 years, Guillermo has managed international law enforcement training to investigate online child sexual exploitation. The training initiatives provide law enforcement, justice officials, and other experts around the world tools and techniques needed to investigate online child sexual exploitation. To date, more than 60,000 experts have attended courses around the world and have attended several courses online.
In addition to the oversight of the training programs as part of national strategies, Guillermo oversees ICMEC’s strategic partnerships with industry, governments, and international alliances. Before joining ICMEC, Guillermo started his career in 1996 at the National Center for Missing & Exploited Children (NCMEC) as a global resource coordinator working on international child abduction cases.

Corporal Powell was a member of the Pennsylvania State Police from 1996-2022. As a State Trooper, he was assigned to the Computer Crime Unit within the Bureau of Criminal Investigation for the majority of his career. Members of the PA State Police Computer Crime Unit are responsible for providing computer-based forensics to local, state, and federal law enforcement entities, as well as, conducting proactive and reactive computer and internet-based investigations. Corporal Powell attained his certification as a Certified Forensic Computer Examiner (CFCE) through the International Association of Computer Investigative Specialists (IACIS), as well as an EnCase Certified Examiner (EnCE) through Guidance Software, and an AccessData Certified Examiner (ACE).
In his role as a Computer Crime Investigator he participated in the execution of hundreds of search warrants as a member of the PSP Computer Crime Task Force and provided forensic services to local, state, and federal law enforcement agencies, including the FBI, ICE, ATF, USSS and the US Postal Inspection Service.
During his career Corporal Powell also served as a Criminal Investigation Unit Supervisor, Patrol Unit Supervisor, Deputy Fire Marshal in the Criminal Investigation Section, and a Communications Specialist. Corporal Powell was also an Evidence Custodial Officer, a Firearms Instructor, and a Victim/Witness Liaison for the State Police.
Matt now serves as a Detective within the Indiana County (PA) Detective Bureau. Matt has instructed classes with the National Criminal Justice Training Center of Fox Valley Technical College since 2006.
Corey Monaghan has been a sworn law enforcement officer in the United States since 2001 and has been investigating cyber crimes since 2008. His investigative expertise includes computer network intrusions, denial of services, insider threats, and online child sexual exploitation cases.
Corey Monaghan has a Bachelor’s Degree in Criminology from Florida State University, and a Master’s Degree in Criminal Justice from New Charter University. He holds a Security Essentials Certification (GSEC), is a Certified Incident Handler (GCIH), a Certified Forensic Analysts (GCFA), and is a Certified Network Forensic Analysts (GNFA) from the Global Information Assurance Certification program. Corey Monaghan is also a Certified Forensic Computer Examiner (CFCE) from the International Association of Computer Investigative Specialists. He has been recognized in the State of Florida and Federal Court as an expert in computer forensics
With over 17 years’ full-time law enforcement experience in the investigation of child sexual exploitation at a local, national and international level, Cecilia WALLIN is now consulting and advising government, organisations and law enforcement within the field. She is currently creating and delivering training for both Katalyst project and UNODC on online child sexual exploitation and victim identification for law enforcement in Asian countries.
After 5 years at Uppsala University, Sweden, and a Degree of Master of Laws, she joined the Swedish Police Authority in 2005 as a child sexual exploitation investigator. During the period of 2012 and 2015 she was stationed at the Cyber Crime Unit, National Operations Department in Sweden. She was working with international child sexual exploitation investigations and intelligence and responsible as a course coordinator and instructor for the Swedish Police concerning investigation, examination of images and victim identification in child sexual exploitation cases.
Between 2015 and 2019, she was a Criminal Intelligence Officer at Crimes against Children unit at INTERPOL, based in France, Bangkok and in Singapore. Her primary focus was to enhance international cooperation and build capacity relative to child sexual exploitation. She was working with victim identification as a part of the International network of experts and was an administrator of the International Child Sexual Exploitation (ICSE) database.
She is a firm believer and supporter of the concept of ‘Sharing is Caring’ – and that it takes an international network to defeat these types of crimes and make a safer world for the most vulnerable in our society.
Rajni Sekhri Sibal works in the child rights space to help protect children and is the CEO of Nobel Peace Laureate’s Bachpan Bachao Aandolan, BBA (Association of Voluntary Action) and CEO Kailash Satyarthi Child Foundation, KSCF, that aims at creating a child-friendly environment where all children are free, safe, healthy and at School.
Besides her work with BBA and KSCF, Rajni is the current Independent External Monitor of Security Exchange Board of India, SEBI; an Independent Member on the Board of Star Health and Allied Insurance; Advisor Seafood Export Association of India and IEM EXIM Bank. An Indian Administrative Officer of the Haryana cadre, Rajni superannuated as Secretary, Government of India. She topped the All-India Civil Service Examinations in1986 Batch and has worked as a Civil Servant for thirtyseven years.
In her last assignment Rajni was posted as the first Secretary of the Ministry of Fisheries and was responsible for bringing about a sustained and accelerated growth of the blue economy. Prior to which, she worked as Additional Secretary, Ministry of Home Affairs, Government of India, and was in charge of Disaster Management as well as International Cooperation. In her previous assignment as Additional Secretary, Ministry of Skill Development and Entrepreneurship, she was responsible for the entrepreneurship vertical. Rajni has also worked in the private sector as Director Health Insurance Max India and led a multicultural team to help set up the Joint Venture – Max Bupa Health Insurance.
For the initial fifteen years of her career, Rajni worked in the Government of Haryana, at the implementation and public policy formulation levels, in various fields including: Industry, Finance, Education, Urban Planning, Education, Rural Development and Forestry and Environment. Besides heading capacity building Institutes like the Haryana Institute of Public Administration, and National Institute for Entrepreneurship and Small Business Development, she has also worked at the LBS National Academy of Administration, Mussoorie.
Rajni is the recipient of the Indian of the Year 2013 Award in the category ‘Unsung Hero’ for her courage and commitment. She is an alumnus of Welham Girls School and is a Bachelor of Science. Ravi Kant, Advocate, Supreme Court of India has been in the development sector since the last 22 years. A Law Graduate from the Campus Law Centre, Delhi University his field of Interest are Child Rights, Women Rights, Human Rights and Access to Justice. In 1998 he founded Shakti Vahini, a leading non profit organization and has been leading the fight against Human Trafficking, Gender Violence, Child Abuse & HIV/AIDS. He has been involved in several Training programmes involving the Police Department, Law Enforcement agencies, Civil Society and Grass Root Organizations. He is also involved in various Public Interest Litigations in Supreme Court and High Court for the Rights of Women and Children. He is a regular visitor to many Police Academies and Judicial Academies as Guest Lecturer on Juvenile Justice, Violence against Women and Anti Trafficking.
He has demitted the post of President of Shakti Vahini in 2022 March and has recently joined the Kailash Satyarthi Children Foundation -United States as the India Head, Access to Justice Project.
