Lt General MU Nair, Ati Vishisht Seva Medal, Sena Medal is an internationally recognised Cybersecurity mentor, who has recently tenanted the prestigious appointment of National Cyber Security Coordinator in the National Security Council Secretariat, Government of India. In this capacity he was responsible for coordinating all activities across multiple sectors to ensure a secure and resilient cyberspace within the nation.
General Nair was commissioned into the Corps of Signals of the Indian Army on 15 December 1984. He is a graduate of the National Defence Academy, Pune and a post graduate from the Defence Services Staff College, Wellington, India. He holds a degree in Bachelor of Technology in Electronics and Telecommunication Engineering from the Jawaharlal Nehru University and two Master of Philosophy degrees on Defence and Strategic Studies from Indore University and the Madras University.
He has extensive experience in operational planning at tactical and strategic levels and has attended the Army Higher Command Course from the Army War College, Mhow, and the prestigious National Defence College, New Delhi. He has held multiple command and staff assignments and has served along India’s Northern and Western borders. As a Colonel, he has managed operational logistics for an Infantry Division along the Western borders, and was responsible for planning of operations in Network and Electro Magnetic Spectrum domain as a Director at the Military Operations, Directorate of the Indian Army.
His area of specialisation includes development of information and communication technology, cyber, space, cryptology and intelligence, reconnaissance and surveillance applications. He has been the Chief Information Security Officer of the Ministry of Defence and of the Indian Armed Forces, and has been responsible for protection of critical information infrastructure in defence domain, as part of one of his responsibilities. He has represented the Indian Armed Forces at several meetings at National and International levels, and has been part of working groups on Cyber Security and Technology related issues. He was instrumental in raising of the Indian Defence Cyber Agency, and subsequently headed the Signal Intelligence Directorate of the Indian Armed Forces. He has the rare distinction of being a Chief of Staff of an Operation Corps along Indian Northern borders, besides being a Chief of Staff of the Indian Army’s Central Command at Lucknow. He has been the Commandant of the Military College of Telecommunication Engineering at Mhow from December 2020 to June 2022, during which time he was instrumental in establishment of the 5G Test Bed and the Centre of Excellence for AI at the College.
During his last assignment as the Signal Officer in Chief he was responsible for induction of new technologies in ICT domain for the Armed Forces and over saw the fructification of a large number of projects. He was the technical advisor on niche technology domains for Armed Forces and responsible for conduct of Network Centric Operations.
He took over as India’s third National Cyber Security Coordinator, on 01 July 2023.
He has also held the post of Government Director on the Board for M/s ITI Ltd and has been a member of the National Level Apex Committee on Development of 6G Communication constituted by the Government of India.

Guillermo Galarza is the Vice President, Partnerships & Law Enforcement Training at the International Centre for Missing & Exploited Children (ICMEC) in Alexandria, VA, USA. In this position, Guillermo is responsible for the law enforcement and criminal justice training program delivered worldwide, including identifying child safety technology platforms offered to law enforcement. ICMEC promotes the safety and well-being of children through activism, policy development, and multinational coordination and provides programs and initiatives base on national response plans.
For the past 27 years, Guillermo has managed international law enforcement training to investigate online child sexual exploitation. The training initiatives provide law enforcement, justice officials, and other experts around the world tools and techniques needed to investigate online child sexual exploitation. To date, more than 350,000 experts have attended courses around the world and have attended several courses online.
In addition to the oversight of the training programs as part of national strategies, Guillermo oversees ICMEC’s strategic partnerships with industry, governments, and international alliances. Before joining ICMEC, Guillermo started his career in 1996 at the National Center for Missing & Exploited Children (NCMEC) as a global resource coordinator working on international child abduction cases.

Robert Leventhal is the Division Chief, Office of Global Programs and Policy, Bureau of International Narcotics and Law Enforcement Affairs, U.S. Department of State. Mr. Leventhal supervises teams dedicated to advancing U.S. interests in addressing corruption, cybercrime/intellectual property rights, wildlife trafficking/natural resource crimes, money laundering, synthetic opioids, drug prevention/treatment/recovery, and police peacekeeping operations through development and implementation of policy, diplomatic, and programmatic initiatives in those areas. His teams manage a portfolio of approximately $150 million per year in foreign assistance programs in these areas and lead a variety of complementary policy initiatives.
As leader of the INL anticorruption team upon joining the Department of State in autumn 2007, Mr. Leventhal had a key role in development of U.S. government policy on international anticorruption efforts, coordinating U.S. government participation in a wide range of multilateral anticorruption initiatives and managing support for projects to promote good governance. Among other accomplishments, he has co-chaired the G20 Anticorruption Working Group, served as the U.S. alternate head of delegation to the UNCAC Conference of States Parties, led the State Department’s work on visa restrictions on corruption grounds, and co-developed the Arab Forum on Asset Recovery.
Prior to joining the U.S. Department of State, Mr. Leventhal served as Director of the Europe and Eurasia Division (formerly known as ABA-CEELI) of the American Bar Association Rule of Law Initiative. He oversaw rule of law technical assistance programs in Central and Eastern Europe and Eurasia and was the focal point for ROLI’s anticorruption programming.
Previously, Mr. Leventhal served as the program director for Transparency International-USA. He was a public defender for the Legal Aid Society of New York and worked in criminal justice reform for the U.N. Mission in Guatemala during the negotiation of the 1996 Peace Accords. Mr. Leventhal clerked for Hon. R. Lanier Anderson III, U.S. Court of Appeals (Eleventh Circuit). Mr. Leventhal graduated from Yale Law School and the University of California, Berkeley and speaks Spanish.

Paul Griffiths is the Child Victim Identification Manager for Queensland Police Service (QPS) in Australia, where he has worked since February 2009. He is originally from the United Kingdom. Paul has a degree in Mathematics from Lancaster University and was a police officer in the UK for over 18 years. Much of that time was spent investigating online child abuse, working for Greater Manchester Police, before moving on to the National Crime Squad (NCS) and subsequently the Child Exploitation and Online Protection (CEOP) Centre in London.
Paul is a long-standing member of the INTERPOL Specialist Group on Crimes against Children. He has served as chair of both the sub-group on Computer Facilitated Crimes against Children and the Child Victim Identification sub-group, before being elected overall chair for two consecutive three year periods. Paul is also a trained computer forensic examiner and has lectured around the world on subjects relating to online child abuse. Paul emigrated to Australia at the end of 2008 with his wife and two children. His role with QPS involves ensuring the maximum benefit is achieved from the analysis of data seized from suspected child sex offenders and encountered during online investigations. To date over 1800 child victims have been identified as a result of the work of the team at Queensland Police Service.
